For a new circuit or anything at the panel, yes, and it usually needs a permit. Nevada does have a small-job exemption for minor work under one thousand dollars that needs no permit, but electrical work that requires a permit falls outside it. When in doubt, hire a C-2 licensed contractor and ask who pulls the permit.
The size of the new service, whether the utility must change the meter or service line, where the panel sits, how much drywall or stucco gets cut, and the permit and inspection steps all matter. Ask each electrician to break those pieces out in writing so differences between quotes make sense.
For panel swaps and service upgrades, expect power to be off for part of a day, and longer if the utility must reconnect after inspection.
